Veterans Preference: New Temporary Rule for Oregon Public Employers

The Oregon Bureau of Labor and Industries (BOLI) recently issued a new temporary rule that addresses the veterans preference obligations of Oregon public employers. The temporary rule clarifies that job recruitment announcements for civil service positions must include any special qualifications and transferable skills required or requested for the position, in addition to the minimum qualifications of the position.

BOLI has explained that it “has come to BOLI’s attention that some public employers may not have understood to state the special qualifications and transferable skills required or requested in their job recruitment announcements and some veterans may not have known to include these in their application materials. This could result in veterans’ failure to qualify to go further in the recruitment process and ultimately could cost veterans job opportunities and public employers a loss of opportunity to employ veterans with qualifications and skills for job openings.”

The temporary rule amendment is effective until June 1, 2014, or until the requirement is incorporated into a final rule, whichever occurs first.
